Horse Whispering -  What is it?

Does it mean that you go up to a horse, whisper in its ear and ask it nicely to behave and do what you're asking it to do? Well that would be really useful, but in the real world we all know that's never going to happen, unless you're Doctor Dolittle - but there IS a way to communicate with your horse in a language that he understands (and no, that doesn’t mean that we're going to start making neighing noises).
